The SS Fengqing was a 10,000-ton oceangoing freighter, designed and built in China. In 1964, in order to speed up the development of China's ocean going transportation, Zhou Enlai instructed that China should "strive by every means to alter its dependency on chartering foreign steamships and shift to building ships by ourselves."
